University of the Philippines, suggested that all universities should enter the similar pact with the military following the termination of the
1989 UP-DND accord.
The longstanding agreement between the military and the state-run university was terminated via a letter, citing claims that UP campuses were allegedly recruitment grounds for communist rebels.
The accord mainly prohibits the military and the police from entering the UP campus without permission or notification from the UP administration except in in hot pursuit or in similar emergency cases and if it was requested by UP officials.

In a statement, Duterte Youth party-list Representative Ducielle Cardema, herself a UP graduate, claimed that radical leftists groups have abused the UP-DND Accord in order to escape arrest for their seditious acts.

The bill filed by the Duterte Youth Partylist reviving the anti-subversion law seeking to outlaw the Communist Party of the Philippines (CPP), its armed wing, the New People’s Army (NPA), and political arm,the National Democratic Front (NDF), reeks of desperation, an activist group said.

According to Anakbayan, the House Bill 8231 or the Anti-CPP-NPA-NDF Act of 2021, the proposed measure will “legalize arrest based on belief and mere suspicion.”
“They know how baseless their accusations are and how their supposed evidences will not hold water in court,” said Anakbayan secretary general Vinz Simon.
The party’s representative Ducielle Cardema, wife of Commissioner Ronald Cardema of the National Youth Commission, filed the bill on Monday.
RAPPLER Chief Executive Officer Maria A. Ressa declined to enter a plea on her conditional arraignment for a second cyberlibel case.
A Makati trial court entered a not guilty plea on her behalf, her lawyer Theodore O. Te told an online news briefing on Tuesday.
Since the arraignment is conditional, Ms. Ressa did not waive her motion to quash the case, which had been submitted for resolution, he added.
Her arraignment came as a condition of the prosecution for her request to travel abroad to visit her parents in the US on Dec. 19, which the court granted.
Ms. Ressa told the same briefing she still had to seek permission from other courts where she has pending cases.

Newly-installed Rep. Ducielle Cardema of the Duterte Youth Partylist has sought the revival of the anti-subversion law, the potent martial law legal weapon that then President Ferdinand Marcos against critics and political foes.
In filing House Bill 8231or the Anti-CPP-NPA-NDF Act of 2021, Cardema cited the support of defense and military officials in seeking to outlaw again the Communist Party of the Philippines, New People’s Army and the National Democratic Front.
Ironically, it was former President Fidel V. Ramos, the highest military official to become president of the country, who signed the law that repealed the anti-subversion law and gave the CPP its legal existence.
