The fact that Johannesburg Mayor Kabelo Gwamanda has only a Grade 10 qualification should rightly send alarm bells ringing for residents, especially as he is expected to handle a R70 billion budget after only serving three years as a councillor.
For as long as political parties believe they will get away with it, the squabble for positions will continue to dominate coalition politics in South Africa. What is needed is a fundamental change in the political culture.
