+ April 06, 2021 If I were Land Transportation Office (LTO 7) Director Victor Caindec, I should be ashamed. This, after the Office of the Provincial Prosecutor dismissed the criminal complaint the LTO filed against the officers and employees of DES Strong Motors Inc., one of the biggest motorcycle distributors in the country. According to the report of another paper, in a four page resolution dated Feb. 18, 2021, Provincial Prosecutor Ludivico Vistal Cutaran approved the recommendation of investigating Prosecutor Ivy Gonzales for the dismissal of the criminal complaints for lack of merit.
The case, which was filed in December 2020, stemmed from the allegations of Caindec that the respondents conspired to falsify the commercial documents that they submitted and uploaded to LTO’s Do It-Youself System of reporting sales. The respondents were Renie Tumon, area manager; Joann Lanzaderas, branch manager; and employees Julio Arabejo, Rovelyn Ranines and Emelita B
February 18, 2021 AN ESTIMATED 1,500 owners of motorcycles participated in a unity ride and noise barrage in support of the #BuhayKoMotorKo campaign on Thursday morning, Feb. 18, 2021.
The participants belong to the Cebu City Habal-Habal Drivers Association.
They called the attention of the Senate Blue Ribbon Committee headed by Sen. Richard Gordon, who initiated the investigation on the alleged anomalies of dealers after they were charged with violating Republic Act 11235, or the Motorcycle Crime Prevention Act, by Land Transportation Office (LTO) 7 Director Victor Caindec.
Caindec filed a separate charge against the dealers for alleged tax evasion before the Bureau of Internal Revenue.

During last Monday’s inquiry of the Senate Blue Ribbon Committee on Republic Act 11235, also known as the Motorcycle Crime Prevention Act, the name of Land Transportation Office (LTO 7) Regional Director Victor Caindec surfaced as the LTO official being linked to corruption in the “super delay” in the release of registration papers, plate numbers and other pertinent documents to motorcycle customers.
The name of Caindec cropped up when Sen. Imee Marcos, a committee member, asked LTO chief, Asst. Secretary Edgar Galvante whether or not the agency had taken action on the corruption complaints involving Caindec as it was Presidential Spokesperson Harry Roque who disclosed it in September last year that Caindec was under investigation for corruption. + February 16, 2021 ALLEGATIONS of corruption and unethical practices cropped during the recent investigation called by the Senate Blue Ribbon Committee on the delay by the Land Transportation (LTO) in implementing the Motorcycle Crime Prevention Act.
In the investigation on Feb. 5, 2021, Senator Richard Gordon said that some Manufacturers, Assemblers, Importers, Rebuilders, Dealers, Other Entities (Mairdoes) get the installment money without giving the buyer ownership papers.
