don, we have seen an increase in new bern, north carolina. we re north of you where the noose river and the pimlico sound meet. a lot of intercoastal waterways leading to the atlantic ocean. the river has gone through union point park and it s now reaching across the road past the barriers into downtown new bern at this point and, again, you pointed out, we re just now seeing these outer bands. now, we haven t had too much on the part of this severe wind here but in new bern, in craven county, the problem is not going to be the wind. the problem is going to be the water. i am standing on a road right now. and for reference, i am almost six feet tall so it s now reaching above my knees. that there, there are people just a few minutes ago sitting in those little benches, letting the water rush up on them which is insanely dangerous but out there this is the noose river. we have watched it steadily rise as the wind has picked up a little bit. we ve seen aggressive white caps coming in b

we have correspondents throughout the area. we go to diane gallagher in new bern, north carolina. what are you seeing? reporter: it s continuing to rise here. i m in downtown new bern right now, in the middle of a street here. just for frame of reference, i m a little more than 5 10 . it s some up over my knees now, this water. we re again in the middle of a road here. i m going to see if my photographer can pan out. we still do have power in new bern. you can see the lights reflecting off of the water. a lot of people here in craven county do not, though. in fact, it s one of the top counties at this point in north carolina to lose power. we ve been experiencing some of these larger gusts of wind in the past half hour or so. in fact, we got into our vehicle to move it to a safer location, and it was a little difficult for my producer, jay, to drive. we started seeing debris in the air. for the most part, it s been things in the water. this isn t necessarily the ocean

last night. we decided to go out last night just to go see where we were going to go today, and ended up getting several calls last night, hundreds of calls for service last night. we reported about 35 to 40 people out from water about 2 feet to 40 feet. we have fought our hardest to make our way down 17 north to go into new bern and we couldn t we got as far as we could. we have to cut our own path down there with chainsaws. we were out until about 5:00 this morning. finally took a break because it was too dangerous to be out, and we have been out here since the sun came up. you were rescuing people. we were in downtown new bern. you were rescuing people down there who didn t think anyone was coming for them at the time. absolutely. we rescued a couple people that were posted on facebook their addresses and stuff. elderly people, blind people, medically problem people.
