illegally parked cars are a cash cow for that city. reporter: they are indeed. the city s transit agency needs to close a 21 million deficit now and stave off a billion dollar gap in the next 20 years. traffic officials figure the more tickets they write the more money they can take in. parking citations here in san francisco are really among the most expensive in the country, starting at $65 for parking at an expired meter and equally stiff fines for double parking, blocking a driveway or parking in the wrong zone. part of the problem people are getting better at feeting their meter to prevent them from getting a ticket but that has led to $7 million shortfall in citation revenue. they are being told to write as many tickets as possible, and bring in the most revenue for the city. jon: i m sure the drivers can t be too happy about all this. what do they say? reporter: san francisco is a fiercely transit city. many drivers say they feel they
