In ordinary times, the transfer of power from one US president to another would be a decidedly personal affair. Joe Biden and his advisers would select their White House team via huddled meetings, sit-down interviews and chance encounters with old friends in Washington, DC coffee shops.
Instead, the traditional scramble for government jobs is being hashed out over emails, text messages and Zoom calls occasionally interrupted by angry five-year-olds.
