Thomas, whose wife was with him, said he drove to an area where he could safely make a U-turn. He turned around and went south to the next exit. Thomas then went north again and drove to the spot where he saw the body.
The man said he stopped not far from the body, got out and went to the area. He checked for a pulse and called 911. It didn t look good, Thomas said.
