The city s Wastewater Treatment Plant, located just a few miles west of South James M. Campbell Boulevard in rural Columbia, was first built in 1978. After more than four decades, which included a 2003 expansion to the plant s hydraulic capacity system, has, in a sense, reached its breaking point.
This has left the city with two options ― conduct extensive renovation to the current facility, or make plans to build an entirely new plant.
