In keeping with the Plan, the central government agreed tentatively to build a high-quality, high-level GBA University to serve as China’s Stanford. Unlike other super clusters like Silicon Valley, which has the ivy league Stanford College, or the metropolitan area around Tokyo Bay, which has the University of Tokyo and Tokyo Tech, top-notch universities are missing in Guangdong, where the mainland GBA cities are located.

Amorphous carbon, which lacks a crystalline structure, is known to be a useful anode, because it has defects and voids that can be used to store sodium ions. Nitrogen/phosphorus-doped carbon also offers appealing electrical properties.

The plan also calls for rich resources, advanced and flexible mechanisms and the efficient flow of resources in higher education, and aims at making the area known for innovative talent and research by that year. It aims to make the bay area a pilot area for deepening reform in the higher education sector and an important hub for education serving international cooperation through the Belt and Road Initiative.
