We dont always have a clear sense of what this means and what tasks they have and what capacity they have to pick up those tests and whether they are in the government or in the u. S. Country with other partners like bilaterals. We are focusing on that right now. Another thing that is difficult to do is to know what will happen after we transition out of a place. We spent the last few years assuming the peacekeeping mission would leave and the Un Political Mission would take over. There was a change of government there before the transition was due to happen and we found there will not be any Security Council role or political mission. Un presence. We could have done a better job of doing Contingency Planning around the scenario that was going to follow from us on that is what we are working on at the moment, as well.
