Bristol-based Surber Development and Consulting is planning the project with YWCA Richmond, which would have a dedicated space to provide on-site services to residents.
Taft-Mills Group, an affordable housing developer that does most of its work in and around its home market of Greenville, N.C., is behind the 54-unit project.
“Everything we do is affordable,” said developer Jen Surber. “You can’t build (affordable units) quick enough. They lease up quickly and they stay full.”
