MONROE - The City of Monroe and many others face charges in federal civil court for an alleged instance of police brutality against a Black man.
Plaintiff Timothy Wayne Williams filed the complaint on April 21 in the U.S. District Court for the Western District of Louisiana against the following defendants: the City of Monroe, Monroe Chief of Police Victor Jordan, the Monroe Police Department, officer Jared Desadier, officer Joshua Rachow, Monroe interim police chief Eugene Ellis, assistant chief of police Donald Bartley, major of police Sean Reddick, major of police Vincent Guiterrez, MPD supervisor Tommy Crowson, MPD supervisor James Thigpen, Ouachita Parish Sheriff Jay Russell and four unidentified insurance companies.
