Seconds later he was on the ground struggling with officers, investigatorsay kraemer pulled out her gun and shot him in the back. Brown deer officer Devon Kraemer making her First Court Appearance for the shooting in march of 26yearold Manuel Burnley. Shes charged with aggravated battery by the use of a dangerous weapon. Kraemer and another officer took burnley off a county transit bus when the driver said he was being argumentative. The officers took him to the ground face down, and as they tried to handcuff him, kraemer later told investigators she feared for her safety, drew her burnleys back.
