A variety of questions and proposed tweaks came with the initial review of the second of three installments of Rochester’s draft Unified Development Code on Monday.
“Are we setting up the (Unified Development) Code to be a set of rules, so that once you pass them you get approved, or are we setting up that our (Community) Development team will have judgement on whether something adheres to the zoning or not?” Rochester City Council member Patrick Keane asked.
The latest sections of the proposed code include development standards that regulate the site and appearance of what is allowed in each defined zone of the city.

Don Elliot, owner and CEO of local marketing company Gravitate, was faced with two options when the pandemic struck and landed a “sucker punch” to his industry: He could hunker down and try to ride out the market with minimal staff making a barely acceptable profit margin, or he could take a riskier route.
The added proposed content seeks to provide simplified language related to how buildings can be constructed in each zoning district, by defining acceptable building sizes, required parking, sign limitations, landscaping expectations and other requirements.
The transition to a Unified Development Code has been discussed during recent public hearings related to rezoning parcels in the city to accommodate future development. Community Development staff have pointed to the need for a clearer code to help residents and developers better understand what can be built, without requiring a complex public review process.
“What we need to be doing is make sure we understand what the base zoning will produce,” Ryan Yetzer, the city’s interim deputy director of development and construction service, said during a discussion of zoning and standards at a council meeting earlier this month.
