The Open Meetings Law should be construed liberally. When there is a question as to the interpretation of a provision, the entity should provide as much access/openness as possible.
Edwards v. Aguillard, case in which the U.S. Supreme Court on June 19, 1987, ruled (7–2) that a Louisiana statute barring the teaching of evolution in public schools unless accompanied by the teaching of creationism was unconstitutional under the First Amendment’s establishment clause, which prohibits laws respecting an establishment of religion. In 1981 Louisiana enacted the Balanced Treatment for Creation-Science and Evolution-Science in Public School Instruction Act, commonly called the Creationism Act. It did not require that either evolution or creationism be taught in public schools. However, the act stated that if one theory is presented, then the other must
