Indian Harbour Beach City Manager Mark Ryan said, without local regulation, short-term rentals can attract a criminal element as well. Ryan said vacation rentals are a prime target for human trafficking, escort services and other illegal activities, moving on to a new location after two to three days before law enforcement can build a case. He also mentioned a vacation rental in a gated community that was rented by a film crew making porn movies. He said complaints were received when residents saw actors snorting cocaine by the community pool and in the home’s backyard.
