custody included a third grader, two fourth graders and a sixth grader. some of them cried and screamed because they were so scared. one even threw up on the floor. 11 kids were arrested, six were handcuffed and four were locked up. they were charged with something called criminal responsibility for conduct of another. that s a crime that, well, doesn t exist, at least not in tennessee law. it has placed the focus on this woman, judge donna scott davenport who oversees the country s juvenile justice system. she said she s not doing a job, she s doing god s mission. i ve locked up one 7-year-old in 13 years and that was a heartbreak. but 8 and 9-year-olds and older are very common now. she s right. across the entire state of tennessee kids were locked up and just 5% of juvenile court
