(Rachel La Corte) OLYMPIA – The Washington State Senate passed Thursday two controversial climate proposals that look to reduce carbon emissions in the state: a “cap-and-trade” bill and a clean fuel standard. Both bills have been proposed by Democrats and Gov. Jay Inslee for years, but neither has made its way through the Legislature. They’re both pieces of what Senate Democrats call a “grand bargain,” which ties proposals that reduce carbon emissions to a transportation revenue package that funds new highways, roads and green energy initiatives.
