Soviet union again with the soviets occupying the eastern zone of berlin and the three western powers occupying the western zone. This starts the division of germany and berlin. That became concrete with the direction of the berlin wall with the berlin wall. The wall was put up by east germans of stents of late to keep people out. And with the occupation of east germany and east berlin, hundreds of thousands of people in the east had been fleeing to the west. These numbers became larger and larger.
