As noted, the c. P. C. Approved this adoption of the guidelines for this as a preventive measure against imminent and significant fire risk. San francisco is consider add tier 1, which is the lowest risk for fire, but the transmission lines run through the east bay hills and up the peninsula. Those both are tier 2 and tier 3, which are higher risk areas. Turning off either side transmission lines, either south or east could lead to blackout conditions in San Francisco.
