When asked by eTurboNews, Honolulu County Mayor Kirk Caldwell indicated he would consider a delay in allowing visitors from the US Mainland to arrive in Honolulu without a quarantine requirement after August 1. Just a week ago, the reopening of the Hawaii Tourism Industry after August 1 was announced.
“There is no yes or no answer at this time. If we continue to see an upward in the number of infections in regions where Hawaii gets the bulk of our visitors from, I cannot imagine Governor Ige or my fellow mayors would hesitate to move the day up before allowing visitors from the rest of our country to our shores. Today, the United States counted 54,328 additional coronavirus infections and 625 people lost their lives.”

The 2020 COVID-19 outbreak has deeply redefined our relationship to public spaces. Fear of transmission (both direct and indirect) has closed schools, restaurants, office buildings, and transportation hubs, and has limited access to other densely populated locations and shared spaces. We have also learned that COVID-19 primarily transmits through the spread of water droplets from infected individuals, especially in scenarios of close contact, such as prolonged indoor activities. As a result, new building regulations have been put in place that reduce the circumstances in which the disease can spread. These safety precautions include mask mandates, redesign of ventilation systems, and social distancing policies. In this article, we will focus on social distancing.
1 conducted a Stakeholders Meeting to address employer concerns about the COVID-19 Emergency Temporary Standard (ETS) issued by the California Occupational Safety and Health (Cal/OSHA), explain the ETS’s key provisions, and establish a focused agenda for an upcoming Advisory Committee Meeting during which Cal/OSHA will consider amendments to the ETS.
Background on the ETS
The ETS took effect on November 30, 2020, over the objections of several employers, trade associations, employer agencies, and defense counsel. It consists of five particularly notable sections addressing COVID-19 prevention, multiple COVID-19 infections and COVID-19 outbreaks, major COVID-19 outbreaks, COVID-19 prevention in employer-provided housing, and COVID-19 prevention in employer-provided transportation to and from work. Subsequently, in an attempt to clarify ambiguities stemming from the ETS, Cal/OSHA issued guidance on the ETS, including FAQs.
