It would be the urban areas applying to the state with the criteria we build into the authorizing language setting aside specific funding would make those as part of the requirements the state would have to fund so what we would do is still identify the hazard analysis. The areas and types of activities and capabilities they would need to build in that area but it would give the state the ability to make those allocations. Part of this was welding this more collaborative so we have local jurisdictions in the state working together to come up with these final allocations and recommendations using criteria to drive that decision decision.
