We met with state and local officials to continue coordinating our response in identifying opportunities for closer cooperation. This was an important first visit to the area. I want to reinforce the president s message from our trip, yesterday. We expect a mini year recovery in texas and the federal government is in this for the long haul. We will continue to support the people of texas as long as it is necessary. The president reiterated this, again, both publicly and behind closed doors. We do have to realize that there are over 40 million americans who do not speak english as their first language this tiny program demonstrates to the American People that we have equal protection under the law regardless of whether people are englishspeaking or Spanish Speaking or speak some other language. Given the tiny amount of money thats involved here, this program has been extraordinarily effective. Almost 30,000 people benefited from a program that cost this federal government only 300,000. I ask that you consider the value of this program to every Community Across america and i urge them to accept this amendment as they did last year. I yield back the balance of my time. That we are considering tonight, now would encourage the remaining states to work on passing and enacting similar legislation. This will bill creates treatment programs administered by the department of health and Human Services with states that meet certain requirements that are in the bill. Food allergies affect 9. 9 million children. This legislation is especially important because 25 of individuals who are injected with an epipen dont know they have allergies that warrant the use of epinephrine. No student experiencing a severe allergy reooks should lose their life because there was no medicine present signed to them. The passage of this bill will save lives of countless students across our great country who live with severe allergies. I commend the bills author, my steny from maryland, hoyer, who has worked on this legislation for three years and for congressman phil roe for their bipartisan work. Cities of port arthur and beaumont. The floodwaters are rising and sadly there is no way for people to get out. This is all coming as rescues continue in houston. The red cross says 17,000 people are now in emergency shelters, two stadiums in houston, the Toyota Center and nrg stadium are taking in evacuees which Houston Convention center over capacity. It dumped 51. 88 inches of rain in a suburb east of houston and unloading 15 trillion gallons of rain in texas. The amount of water is astounding and overwhelming.
