Improve wea message content, delivery, training and outreach. With respect to message content, we would increase the maximum message length from 90 to 360 characters for 4g, lte and future networks. Wed significantly improve the quality of information that alert originators are able to transmit by requiring participating wireless carriers to support embedded urls and phone numbers in all wea messages, including amber alerts within one year of the rules publication in the federal register. This would enable the public to view a photo or place a call to authorities by simply clicking on a link in a wea alert. We would create a new alert classification for Public Safety messages, defined as essential Public Safety advisories that prescribe one or more actions likely to save lives or safeguard property. We would also require carriers to support transmission 5 alerts in spanish. The order would also adopt rules to meet originators needs for the delivery of alerts, specifically, wed require
Preemption of state laws by an agency is going to survive a Court Challenge and were there other routes you considered . Were there other what . Other routes to reaching the goal . Routes. So as we laid out in the discussion, what were dealing with is a situation where the states said to the localities, you have the authority to do this. And then put in place barriers to keep them from exercising that. Section 706 explicitly says to us, take away barriers to broadband deployment. And so we did take away those barriers, but did not go to the overall state authority that in fact said to those folks you have the ability to do this. Jim with the l. A. Times. There have been a number of allegations both on capitol hill and by commissioner pai that president obama influenced improperly influenced this proposal. Well, this hearing will come to order. First of all, let me welcome Justice Breyer and Justice Kennedy. Thank you for being here today. I know both of you have testified before our subcommittee in times past and we appreciate you coming back and being with us here again today. We all look forward to this time to have an exchange. Not often does the legislative branch and Judicial Branch get to talk to each other, so we look forward to that. In 2005, he said, george bush, you fire dan rather so you can talk to me about that. If you go out there and say that, americans dont really understand you. That is the way putin side. Having said that, he certainly has a point to make, which is to say that they United States has avoided at times the u. N. Obama himself didnt want to do what he sa
