we want to stop drugs for coming into our country. we want to stop criminals and gangs from coming into our country. nobody has done the job we ve ever done. nobody has on the job was done on the border. the president has targeted $8 billion for portable construction. 1.37 billion of that will come from the dhs appropriation that was just past of the house and senate. $601 million will be used from the treasury department forfeiture fund. that is money that the government can do on that collection bag. and they seize their assets. $2.5 billion will come under section 284 drug interdiction program, including about $2.2 billion that will be reprogrammed from other dod programs. and $3.6 billion from the military construction budget. the military construction budget is the money that the president needed to declare the national emergency to unlock. the reprogramming of the dod
this to some other program which is again why the president is going for this money outside of the dhs appropriation. sandra: all right, john roberts. we have await the president at the white house. we are still waiting. he should step out at any moment now. andy mccarthy you are standing by. if you could weigh in on the moment as we await the president. well, i think one of the things that i would be interested in how a court will take is the kind of cognitive dissonance that s involved in both signing the emergency declaration and signing the spending bill which actually has provisions in it that cut away from our ability to deal with certain aspects of illegal immigration. i think it is very tough for the president to say on the one hand i had to do this because it was an emergency and on the other hand sign a piece of legislation that not only gives him a lot less funding than he
put it on the screen to follow along. the 1.375 billion from the dhs appropriation. in addition to that, the president has found some buckets of money elsewhere in the administration. elsewhere in the government that he can use. $600 million from the treasury. as much as 2.2 billion rerammed from other areas of the department of defense that section 284 and then this is the one that he needs the emergency declaration for. it is section 2808, the military construction budget. the president plans to take 3.5 to 3.6 billion from that. each one of these pots of money comes with a certain amount of risk and there is escalating risk on top of that.
wall. it s talking about there, reprogramming money, transfer authorities, moving money around for different departments for different things. we don t know how much money he can move and in addition to the $1.3 billion that is being offered to him on a border barrier in this dhs appropriation. the one thing that we re not headed for as long as congress can pass this by midnight friday is another shut down. at least not one that the president will precipitate. listen here. i don t think you re going to see a shut down. i don t want to go to it. if you did have it, it s the democrat s fault. i accepted the first one and i proud of what we accomplished. people learned during that shut down all about the problems coming in from the southern border. i ve accepted it. always have. this one i would never accept it. i don t think it will happen. this would be totally on the
