Newshour Congressional Correspondent kwame holman begins our coverage. We believe that we owe the American People a balanced budget. For the Third Straight year weve delivered. In fact we balanced this budget in just ten years. Reporter as House Budget Committee chairman paul ryan spelled it out, the republican plan would cut the deficit by 4. 6 trillion dollars over ten years. Some of that would come through the higher taxes approved in january. But 1. 8 trillion would come from repealing the president s Signature Health care law. In addition the plan convers medicaid to a block grant to the states and reduces its federal funding share. Ryan also proposed, as he has in the past, transforming medicare by giving seniors a fixed amount to purchase Traditional Program coverage or a private plan. Last years republican Vice President ial nominee acknowledged that the plan wont get past Senate Democrats or president obama. Instead, he said, its an opening bid. Will the president take everyon
