We write in advance of the 94th pre-session of the Committee on the Rights of the Child and its review of Togo. This submission includes information on teenage pregnancy, child marriage, and the protection of education from attack during armed conflict, and addresses articles 19, 28, and 29 of the Convention.
The Bush Administration and Congress need to consider carefully anyU.N. requests for additional funding for a system in which procurement problems have wasted millions of dollars and sexualabuse by peacekeepers is still occurring. Without fundamentalreform, these problems will continue to undermine the U.N.'scredibility and ability to accomplish one of its primary missions:maintaining international peace and security.
The unprecedented pace, scope, and ambition of U.N. peacekeeping operations have led to numerous serious flaws, limitations, and weaknesses that need to be addressed. Peacekeeping assessmentsshould be revised to spread the financial burden more equitablyamong U.N. member states. Without fundamental reform, theseproblems will likely continue and expand, undermining the U.N.'scredibility and ability to maintain international peace andsecurity.
This submission relates to articles 2, 3, 9, 10, 12, 19, 24, 28, 37, 39, and 40 of the Convention on the Rights of the Child and focuses on access to education during the Covid-19 pandemic; police abuse, detention, and torture or cruel, inhuman or degrading treatment of children; treatment of migrant children; protection of education from attack; girls’ access to abortion; and violence against children under the care of the National Service for Minors (SENAME).
