楊姓男子在國防部海軍司令部服役，好不容易做到少校，卻因表現不佳，2011年被所屬機關聯勤五支部評核考績丙上，不適服現役人事評審會據此核定楊員退伍。楊男不服，卻拖到2017年才向海軍權保會申請審議，超過申訴時效，最高行政法院亦認為全案逾期，且無法補正，日前裁定他敗訴，楊員丟官確定。楊員能力未達到長官期待，仍升到聯勤第五支部少校後勤官，惟升官後依舊表現不佳，大錯沒有，小錯頻頻，經常延遲公文，長官考量他服役15年，好不容易幹到少校，多睜一隻眼閉一隻眼，2008年起的考績多給乙，而非丙。
