《办法》适用于全省公共机构厉行节约反食品浪费工作成效和绿色食堂建设工作评估，目的是为进一步加强公共机构食堂管理制度建设、食品管理、用餐管理和食堂监管，进一步增强公共机构干部职工厉行节约反食品浪费的意识，持续营造厉行节约反对浪费的良好氛围。
《办法》明确，评估对象为全部或者部分使用财政性资金的国家机关、事业单位和团体组织，包括学校、医院。评估内容包括组织领导、制度建设、食堂管理、节俭用餐、宣传培训。评估方式实行平时专项检查和年度集中评估相结合，以集中评估结果为依据，平时专项检查为参考。评估工作实行量化打分，同时设置加分项和扣分项，根据年度评估结果分优秀、良好、合格、不合格四个等级。
此外，《办法》还明确了考核评估结果将作为综合目标绩效考评中公共机构�
