Let me begin by thanking all of the folks that run the first panel. All of us know that the last three years have been unprecedented in our lifetimes. We dealt with the worst Public Health crisis in 100 years. I want to think all of you under those difficult circumstances for the work you did for the American People. Today, our job is to take a look at at where we are today in terms of where we are preparing, god forbid, for another pandemic. And, the need to reauthorize the pandemic preparedness act later this year. Before i introduce our panelists, let me to say a few words. I think sometimes it is important to take a 30,000foot look at the systems under which we live. And we dont do that often enough. We deal with crisis by crisis. In my view, we are living with the Healthcare System which is broken and which is dysfunctional. We spend twice as much per capita on health care than any other country on earth. 13,000 every year, which is unsustainable. And yet despite that, 85 million americans are uninsured or underinsured. We are seeing in many parts of this country, unbelievably, above and beyond covid a decline in our life expectancy. We have half a million americanv whoever your experience bankruptcy which is related to the medical debt that they have.
That bill, i think there will be changes. There are some provisions in the house bill that i like better, for example the house retains the top rate of 39. 6 for people who make a Million Dollars or more a year. That is a change i would like to see be made in the senate bill so we can skew more of the relief to middle income tax payers. There are good provisions in the senate bill, such as the doubling of the Child Tax Credit and making it refundable for people of low income. There is also a doubling of the standard deduction which means that a family making 24,000 would not pay any income tax. There are provisions from both bills i like, but i think the bill needs work. You cannot afford is written . You cannot vote for it as written . I cannot make that conclusion yet. Puttingest mistake was a provision from the Affordable Care act in the senate bill. I hope that will be dropped or that the bill that has been adopted towill be mitigate the impact of those provisions. There will be a
