The totals for before 22nd january 2009, when president obama signed the executive order and total after january 22nd 2009 referring to detainees who this is how the data break down. The total number is 17. 3 confirmed of reengaging. 12. 4 percent suspected of reen reengaging. Before january 2009, the numbers showed 19 confirmed and 14. 3 suspected reengaging for a total of 33 .
