The president pro tempore the senate will come to order. The chaplain, dr. Barry black, will open the senate with prayer. The chaplain let us pray. Eternal god, give our lawmakers the wisdom to remember and be grateful for all the things you have already done. Lord, you have sustained our nation during seasons of war and peace. You have helped us to find creative ways to strive for a more perfect union. You have provided us with solutions to difficult problems, just when we needed you most. Let this day be a time when senators find time to thank you for your bountiful blessings and faithfulness. As our lawmakers strive to live one day at a time, may they keep their focus on your power and love. We pray in your merciful name. Amen. The president pro tempore please join me in the pledge of allegiance. We still cant hear you. I wonder if we should try having you sign in again or have you call in rather than just a video link and we could hear you by dialing in. I will let my staff interact with you directly and in the meantime we will begin with some questions. My apologies, Mister Morrison, we will get this worked out. Let me look for any of our witnesses that can be heard. The current pandemic began in china. If possible the next pandemic may begin somewhere else. If the pandemic were to begin or begin spreading in africa what level of confidence do you have in our ability to identify that it is taking place, what transparency would we find, given there was not much transparency out of china in some critical early days and weeks, how would you assess the threat of a pandemic coming from the african continent . Can i start . Sure. Im confident that should such a pandemic start in africa we would have tremendous cooperation. I look back on the situation with ebola in west africa wher

Everything was working every sector, the airlines, oils, health care, cruise lines, transports, blanks, retail, tech until a few days ago, picking winners, you know what it was like it wasnt like shooting fish in a barrel, it was like machine gunning fish in a barrel when it getz that easy, when everyone thinks theyre smarter than warren buffett, you know youre in a real bruising. A genuine roll back, and sets back the neophytes who only knew when you buy a stock, it goes up that logic has now been debunked this has wiped out a good chunk of the geniuses who crowded into the airlines, betting they knew better than buffet after he dumped the whole group so what happens now . If theres all this money being managed by novices who only know how to chase momentum, is it safe to buy before those get blown out . Dont have you have to way until the Hedge Fund Guys who missed the whole rally, come on our air and say i t

I was hoping that todays hearing would be bipartisan. Unfortunately, our republican colleagues have decided not to dissipate. I hope they will not to participate.
