It started in 1999 when two new college graduates Dawn Mabalon and Dillon Delvo came back to Stockton and found demolition equipment in front of what remained of the Little Manila, a hub for the Filipino American community during the early to mid 1900s. After learning about the Filipino American history in the Stockton area they started Little Manila Rising.

In the late 1960s, grapes grabbed national attention and not in a good way. Newly organized farm workers, fronted by Mexican-American civil-rights activist Cesar Chavez, asked Americans to boycott the popular California fruit because of the paltry pay and poor work conditions agricultural laborers were forced to endure. Using nonviolent tactics like marches and hunger strikes, grape pickers made their plight a part of the national civil-rights conversation.

But as a native resident of Stockton, Calif., the second-generation Filipino American has long been forced to breathe some of the nation’s worst pollution. Crisscrossed by five freeways and home to a bustling seaport and the associated network of trucks, cars, railways, and ships, Stockton is burdened by California’s highest asthma rate. It is also the nation’s most racially diverse city, with ample Black, Hispanic, Asian American, and white populations included among its 313,000 residents.
