President trump, meantime, appears to be governing by tweet from the white house residence, where he is still being treated for coronavirus. Tonight, the president is ordering his treasury secretary and republican lawmakers to stop negotiating with democrats on a multitrilliondollar stimulus bill designed to help millions of americans who are out of work due to covid19.
