Panda received an incentive package from the city of Wichita Falls on the promise of creating jobs. Equipment said to be in the Delphi building was put up for collateral.
In February, Panda asked for, and received, a change in the agreement to secure a $1-million, non-forgivable loan until it sold bonds on the $100 million-dollar deal it anticipated getting from the state.

David Leezer, vice president of business attraction, has worked in economic development for 35 years before making Wichita Falls his home in December of 2019. In that short time living in the falls, heâs made a big impact.
âWorldwide Texas has a very strong economic development reputation,â said Leezer. âSo overall through Iâm honored. Iâm pleased with it, but itâs an award for the group. As I always tell everybody here, team gain, team win and thatâs what this is.â
