The unofficial results from the Emmet County Auditor’s Office show Travis Schueller, who currently serves as the shared Superintendent for North Union and North Kossuth Schools, defeated David Grussing who was appointed by the City Council to fill the position by 31votes. The special election came to be after now former mayor Greg Buum was arrested along with three past city clerks and the police chief in a long term investigation into alleged misconduct and embezzlement.

City of Armstrong and Emmet County Sheriff’s Office Reach Deal on Policing Costs By charguth May 11, 2021 9:05 am Saga Communications Armstrong, IA (KICD)– The Armstrong City Council continued its discussion Monday night on how it would like policing to look following some disagreement on numbers presented by the Emmet County Sheriff’s Office. Sheriff Mike Martens tells KICD News the debate over costs has been resolved following some additional meeting time outside of the regular council meeting. Sheriff Martens the agreement would have the county absorbing the benefits being paid to deputies patrolling the City of Armstrong. The final agreement is expected to cost the city just under five thousand dollars a month. No official action was taken on the matter Monday evening following a request from Mayor David Grussing to table it pending the results of Tuesday’s special election.

Arden Kinnander went before the council last week to discuss some of his “finding” including a calculations for a 2020 curb and gutter project levy. Mayor David Grussing noted budget preparation is a long process and most of the work this time around was done prior to him taking office. Kinnander is under the belief that all land owners in Armstrong should be paying around 13 thousand dollars for the project with the remaining balance being covered by those who actually befitted from the project.

Armstrong Resident Arden Kinnander says he did the math for the law enforcement deal brought up by Emmet County Sheriff Mike Martens at a previous meeting. He says residents have only seen the cost of the sheriff department’s $94,000 divided by 20 hours for around a rate of $91 for an hour of patrol. Kinnander also had an estimate for a flat billing for all residents.
