The bill also makes Critical Reforms to our nations rivers and waterways. The inland waterway system in this country spans 38 states and handles approximately one half of all inland waterway freight. With many maintenance and Construction Projects years overdue, the inland waterways are in dire need of major rehabilitation. The inland Waterways Trust fund which funds these projects is in steady decline and if we dont strengthen it, the industries that so heavily depend on the inland water system and the people that work for these industries critical jobs will suffer. Its a lot of give and take. Now, sometimes you do have a bill thats not as complex, thats easier and it can go smoothly. But how a bill really becomes a law, you know, it depends on whos in the room, it depends on whats happening nationwide, it depends on who the president is, its so many different things. So we were able to do this. So a year ago we passed it in the senate and tomorrow i believe were going to pass the conference report. As you know we did see a lot of variation but we did not look whether there are certain types of hospitals that are more likely to use short inpatient stays. If the trend continues under the new policy, this is really important question to look into further. I certainly think that is one that would give us a lot of information because if youre using it for certain types of hospitals, is it cardiac hospitals .
