GOSHEN - Orange County may become the third New York county outside New York City to limit food-delivery charges by companies like GrubHub to help restaurants and bars survive the devastating impact the pandemic has had on their businesses.
Third-party delivery services could bill restaurants no more than 15 percent of a meal s cost for delivery and no more than 5 percent in other fees under a proposed law approved by an Orange County legislative committee on Wednesday and headed to the full Legislature for a vote on Feb. 4. Those fee limits would apply during declared emergencies and for 90 days afterward.
The proposal is based on a law Westchester County passed in October and similar to an executive order that Albany County Executive Dan McCoy signed last month. New York City imposed a 15 percent cap on delivery fees in May during the pandemic lockdown, much as other U.S. cities - including Chicago, Seattle and San Franciso - have stepped in to limit charges by GrubHub, DoorDa
