Public reporting leads to investigation of illegal dumping at Sandhaven
The Solid Waste Management Authority (SWMA) is investigating an incident of illegal dumping in the Sandhaven area.
The authority is trying to identify the owner of a vehicle which was seen at the site of an illegal dumping ground on Sunday. The incident which was captured on video showed two men discarding items on the main road close to Fort James Beach.
SWMA’s General Manager Daryl Spencer said the organisation received six reports of the same incident and the driver who filmed the activity was able to provide the authority with the licence plate number of the vehicle.
Lowville Man Charged With Rape
A Lowville man has been arrested for allegedly having sexual contact with a 14-year old girl.
Investigators with the Oneida County Child Advocacy Center say 38-year old Daryl Spencer began having sexual contact with the girl in February of 2019 in a Town of Annsville home.
Spencer is charged with rape.
An order of protection was issued on behalf of the victim and services are being offered by Oneida County Child Protective Services and the CAC.
Lewis County man charged with raping 14-year-old girl

Annsville, N.Y. A Lewis County man was charged Tuesday with raping a 14-year-old girl.
The Oneida County Sheriff’s Office charged Daryl Spencer, 38, of Lowville, with second-degree rape. Spencer began having sexual contact with the girl in a town of Annsville home in February 2019, deputies said.
The sheriff’s office said they began investigating the case on Dec. 23, 2020.
Spencer was arraigned in Oneida County Centralized Arraignment Court and sent to the Oneida County Jail on $10,000 bail. An order of protection was issued on behalf of the girl, protecting her from Spencer.
