tourists are safe. reporter: saturday evening, a gunman opened fire on two victims outside the phillips seafood restaurant, sending patrons running from the light street pavilion. police believe it involved rival gang members from the crips and bloods. earlier mayor sheila dixon had called on police to crack down on groups of youths after random assaults at the city s popular tourist area. it s very frustrating. we need to be vigilant and not profiling anybody, because everybody has the right to come in downtown and other areas. but there is also a particular behavior that people have to maintain. reporter: the mayor says there were plenty of uniformed officers at the inner harbor over the weekend, and that the shooting occurred inside the pavilion. that s where private security takes over. but whether it s private or public, the question remains over whether there is enough security here to convince tourists it s safe. they think about how they see on tv about baltim
