5:09 pm UTC Feb. 23, 2021 Sunlight faded on Madison Street as hundreds of people emerged from tents and other makeshift living quarters assembled on the side of the road.  The state Capitol and downtown Phoenix are visible from this stretch of Madison Street, but the prosperity of the central city does not reach here.  More than 300 tents line both sides of the street between Ninth and 15th avenues. Half-eaten sandwiches and other spoiled food litters the sidewalks, as does human waste.  Dozens of dogs rifle around, seeking the best of the discarded food. People on bikes roam the street, making it almost impossible for cars to pass.
