âAs far as the hiring procedures are concerned, this again lays at the feet of the City Manager,â Killeen City Councilman Ken Wilkerson said in emailed response after the Herald sent questions to the council Friday. âAs far as I am aware, we were never asked about using taxpayer dollars to search for any positions. This may have occurred with the council before I was elected, but I am not aware of it.

The problem is, theyâve had virtually nothing to do with the selection process up until now.
City Manager Kent Cagle has conditionally appointed Public Works Director Danielle Singh to be the cityâs assistant city manager â a position that has been vacant since the resignation of David Ellison last fall.
In addition, the council will be asked to approve the appointment of Jeffrey Reynolds to succeed Singh in the top spot over Public Works. He currently serves as the departmentâs assistant director.
Certainly, promoting from within can be a solid strategy, as it rewards service to the city, acknowledges institutional knowledge and builds on current interdepartmental relationships.

The Killeen City Council voted Tuesday to bring back for discussion the allocation of $4 million for short-term street repairs.
Half of the money would come from Capital Improvement Project funding; the other half from the street maintenance fund.
The vote was 6 to 1, with Councilwoman Shirley Fleming voting against, saying she didnât believe the funding would be sufficient.
Following a motion by Councilwoman Debbie Nash-King to bring back for discussion moving $2 million of Capital Improvement Funds for winter storm-related street repair, the audio connection with remote participants was lost for the second time at Tuesdayâs council workshop.
Councilmembers Terry Clark and Fleming were taking part in the workshop by remote teleconference.
