Victims say they have lost hundreds of thousands in foreign currency exchanges with an alleged fraudster. According to experts, exchange businesses, while legal, operate in an area that lacks regulation, making consumers vulnerable to fraud and creating the potential for millions of dollars to be laundered into British Columbia.
