To honor Jamal Khashoggi, punish countries and leaders who target journalists: Schiff and Klobuchar
Ban U.S. foreign aid to government entities that violate journalists human rights and levy sanctions on individuals and foreign leaders who do the same.

More than two years have passed since Jamal Khashoggi was murdered and dismembered at the Saudi Consulate in Istanbul. Jamal’s work as a journalist, his advocacy for democratic reforms and the brutality of his death have served as a clarion call for people around the world who believe in the values of freedom, justice, and truth.

In 2018, the brutal murder and dismemberment of dissident and journalist Jamal Khashoggi became the most noted example of the extraordinary perils many media members face.
Tragically, Khashoggi s killing was hardly unique: A growing global attack on journalists and by extension the truth has claimed more than 2,658 lives over the last 30 years, according to the International Federation of Journalists. Scores more have been jailed, or assaulted, or been threatened or harassed.

Dear Secretary Blinken:
We, the undersigned organizations, work to promote human rights, democracy, media freedom, environmental sustainability, and an end to corruption around the world. The protection of human rights defenders such as activists, lawyers, and journalists is critical to each of our missions [1]. We are deeply concerned by the unabated rise in reprisals against human rights defenders, both globally and within the United States, and the chilling effect that these attacks have on fundamental freedoms and civic space.
We would like to request the opportunity to begin a discussion with the incoming State Department political leadership on the role that the Biden Administration will play in protecting human rights defenders.
