As the Region of Waterloo contemplates how to help people living on the streets or in encampments and parks, housing researchers discuss what it means to measure the success of the programs.
Associate professor Daniel Kudla says encampments like one in St. John's have been set up in many of Canada's big cities, including Toronto, Montreal and Vancouver, and as the cost of living has ratcheted up, they're emerging in mid-sized and smaller cities.
