anne makovec joins us with more. she is at san jose city hall. reporter: good morning. reporter: they are accusing the mayors of passing the buck basically by taking the buck. mayor chuck reed as well as san francisco may ed lee and oakland mayor jean quan and several others from around the state all headed to sacramento to confront jerry brown on what they say is another attempt at the state to grab at local funds. governor brown s current plan is to shut down about 400 local redevelopment agencies. the same agencies cities and counties have been counting on to help spur growth, which leads to more taxes they can collect. the state is also considering shifting billions of dollars in costs to counties everything from the monitoring of parolees to welfare. now, chuck reed says cities like his are already so far in the hole, they don t know how they could afford it. budget news is worse every day, more bad news it seems when it comes to budgeting in california. first they
foothills this afternoon following reports of a man with a weapon. when it was over, officers had shot and killed a man. joe vazquez on what the neighbors saw and heard. joe? reporter: it happened just beyond this fence line in a rural area known for its large ramp houses. according to the alameda county sheriff s department a man was shot after confronting law enforcement with a knife. a small army of what appear to be search and rescue workers gather to get a briefing from police. they are helping investigate an officer involved shooting. a santa clara county sheriffs spokesman said it was a san jose police officer who shot a man along a creek bed behind this house in the east foothills. pop, pop, gunshots. reporter: brian van wagner was feeding his farm animals when he heard the shots around 12:30 in the afternoon and watched the officers swarm into the area. talked to a sheriff deputy and he stated that there of a suspicious person that was reported at ardell s pl
