People in Mississippi’s majority-Black capital city say the mostly white state Legislature is trying to encroach on their rights of self-government. Republican lawmakers say they are trying to reduce crime and improve water service in the Democratic-run city. That’s not how Jackson restaurant owner Timothy Norris sees it. He says random gunfire and a decaying city water system are problems but, he does not want a state takeover of Jackson. One legislative proposal would expand territory of a state-run police department inside Jackson and create a court with appointed, rather than elected, judges. Another would create a regional board to run the water system, with most members appointed by state officials.
