And i was wrapping up my little speech and giving the president some props, telling him how much i appreciated him being the first black president and what that meant to me. Mr. Finkelman compares the roles of congress, states, and the president in developing immigration policy from the colonial period to modern day. This event is part of a twoday u. S.
