+ May 03, 2021 CEBU Governor Gwendolyn Garcia called the attention of the National Government that insisted on going back to the “repressive” quarantine policies for returning overseas Filipinos (ROFs) and overseas Filipino workers (OFWs) in line with its whole-of-nation approach to coronavirus diseases 2019 (Covid-19).
This, as she invokes Section 105 of the Local Government Code to reinforce Executive Order 9 she signed in February 2021 that eases the restrictions for authorized persons outside their residences (Apor) and non-Apor entering Cebu’s towns and component cities.

+ May 03, 2021 CEBU Province will continue testing overseas Filipino workers (OFWs) and returning overseas Filipinos (ROFs) upon arrival at the Mactan-Cebu International Airport (MCIA) and not on the sixth day upon arrival as insisted by health advisers of the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases.
Gov. Gwendolyn Garcia said the “repressive” quarantine policies under the IATF’s whole-of-nation protocol will not work in Cebu.
Garcia invoked Section 105 of the Local Government Code (LGC) to support her Executive Order (EO) 17, which she signed on March 30, 2021.
