Department of homeland security, the laws and regulations and the change in technology that goes on with that. I wanted to know if you had a or what youist may, for congress in order for you to incorporate those ideas and enforce them . Are you nice to ask that question . I know. You can pay me later. Actually, congress it is easy to criticize congress in this town. Everybody does it. They e the punching bag. I have to give real kudos in the cyber arena. We have seen some bipartisan progress on the cyber front in both the house and the senate, and getting out of committee and the house off the floor. Important legislation that would significantly advance the ball with regard to cyber security. It senate has not gotten to the floor yet and we are working hard. There is not much time left. I think if they are willing to go for the things around, which there is a stronger consensus, i think we could make coming happen in this legislative session, which would be remarkable. In any event, w
I just came out of the Clinton Global Initiative in new york which was really born out of my husbands insight when he left the white house. They were so many different players now in in the world you you who had a role that could contribute to solving primarily Development Problems that we needed a vehicle to get them together to make commitments to do so. I think the same is true on the Security Side as well. We are never going to deal with the problem of cybersecurity and lessers of partnership between governments and we are never going to be able to deal with a lot of the trendline problems compound whether its terrorism or poaching for Human Trafficking without having a Broader Network of invested players and leaders. So i dont know that its some kind of a new philosophy. Its more a recognition that is the way the world is evolving. If we want to stop elephant poaching and murdering and africa you have to use social media to inform patients that the elephant has to be killed in ord
Made the right decision to take a riskbased approach and put readers where they need to be. And that we think thats going to be a measure in our program for our program considering its a biometric credential. I think the last thing is share information. Which we do on a daily basis. So we need good, quality information to make good decisions with. We need the information to keep on coming so we can continue to make good decisions after we issue the credential. We need to install readers. And we need to continue to share information, which we do on a daily basis with our partners. Mr. Caldwell . Thank you very much. I mean, the most difficult question is how do you measure security and risk . I think we have actually looked at that quite a bit across a lot of these programs. I think one of the better problems we found is Coast Guard Program called maritime Security Risk analysis model where they can, at the facility level, try to measure the riskbased on vulnerabilities and threats and
Request project level data upfront so we can start to get that information to form even more effective measures of outcomes. On the grants management side, senator, we certainly have measures now, and even over fy 12 measures of our monitoring. Mr. Caldwell mentioned the level of monitoring. 100 of our Port Security grants undergo some level of monitoring. We have a tiered Monitoring System where our Program Staff on our routine basis look at every award, look at the history of the grantee, the history of the outcomes achieved, their Financial Measures from draw down, rate of expenditure, rate of deobligation. That, then, is reviewed. We do prioritize based on the risk we see in their management of the grants all the way up to desk reviews where we request a lot of information from grantees and site visits. What i would tell you, senator, i look forward to continue working with you and continue to get the data we need to form more effective measures. I agree with you that everybody can
Desperation of the abuses they suffered at the hands of the chinese government. If it was not for this commission, nobody would know how the buddhists are being persecuted in tibet. In short, the commission has been and with passage of this legislation will continue to be the voice of the marginalized, oppressed and persecuted people who dare to worship, who dare to worship, according to the dictates of their conscience. The commission can be relied upon to consistently give the unvarnished truth, as mr. Smith said, about the true religious freedom in countries around the globe, whether they are strategic allies or adversaries. The commission is unhindered by the bureaucratic mores a that stymied the state department during democratic and republican administrations alike. Given the state of religious Freedom Abroad today, the sobering reality is that the commissions voice is as needed more now than ever before. I urge unanimous passage of this and yield back the balance of my time. The
